I'm not sure of the materials she used - because I can't read/speak Dutch - but it looks like she crocheted with colorful shoe laces.

It looks like she made a long i-cord. Do you knit? There is a nifty machine that makes i-cords that you can usually find at Joann's. It looks like this: http://knitting.about.com/od/toolsandsupplies/gr/embellish-knit.htm
